President Muhammadu Buhari winner of 2019 Presidential Election

Muhammadu Buhari, the candidate of the of the All Progressives Congress (APC) and incumbent president, has been declared winner of the 2019 presidential election.

The chairman of the Independent National Electoral Commission (INEC), Professor Mahmood Yakubu who is also the Returning Officer for the presidential poll, Professor Mahmood Yakubu declared Buhari the winner, saying he polled a total of 15,191,847 votes.

Buhari’s closest rival, former vice president Atiku Abubakar of the People’s Democratic Party (PDP) polled 11,262,978 votes, according to the INEC chairman.

Yakubu said the total number of registered voters (as collated) are 82, 344, 107, while the total number of accredited voters are 29, 364, 209.

Mahmood says the total number of valid votes is 27, 324, 583, the total number of rejected votes is 1, 289, 607, and the total number of votes cast is 28, 614, 190.

Yakubu then went on to declare Buhari the winner of the polls.

#2019ELECTION - President Buhari Wins Katsina With 1,232,133 Votes

President Muhammadu Buhari of the All Progressives Congress (APC) polled 1,232,133 votes to emerge winner of last Saturday’s presidential election held in Katsina state.

His PDP counterpart, Atiku Abubakar, of the Peoples Democratic Party (PDP) got 308,056 votes.A breakdown of the results showed that Katsina has total registered voters of 3,210,422 while the total accredited voters of the elections are 1,628,865.

The total number of votes cast is 1,619,185 while 63,712 were rejected votes

Buhari won all the 34 local government areas declared by INEC in the state.

President Muhammadu Buhari has vowed that nobody will unseat him.
He said contrary to opinions in some quarters , he had the strength to lead the country for four more years.

Buhari stated this in an interview aired on Friday on the verified Instagram page of CNN Africa while responding to doubts about his ability to run the country for a second term.
The interviewer had asked the President , “ This is a vibrant democracy . You came in , unseating the incumbent . Are you worried the same could happen to you ?”
To this , Buhari responded , “ No . Nobody would unseat me . ”
He added, “ I am ready to take this country forward for the next four years. ”
When asked his plans for containing the terror in the North -East , the President insisted that Boko Haram was no longer “ technically ” having a grip on any local government area in the region.


He said, “ We have 774 local governments in this country . They ( Boko Haram ) used to hold 17. They are not technically holding any local government now.
“ But they are indoctrinating young men and women , especially girls , wrap them up with explosives and let them explode them in soft targets like churches, mosques, marketplaces, motor parks and other places . ”

Buhari added, “ Of course , we are doing our best ( to contain the terror ) and we thank some foreign countries in Europe and the United States for training our armed forces and going to the battlefront to see how they have performed . ”

Exclusive Reports - APC threatens to punish Amosun for instigating violence at Ogun rally

The All Progressives Congress has vowed to punish the Ogun State Governor, Ibikunle Amosun, for allegedly hiring thugs that attacked President Muhammadu Buhari and party leaders at Monday’s campaign rally of the party in Abeokuta.

Expressing regrets at the disruption of the campaign, the APC National Publicity Secretary, Mallam Lanre Issa-Onilu, in a statement on Tuesday said that those responsible for the “premeditated attacks” would be dealt with.

The party said the sanction would be delayed till after the elections.

Issa-Onilu said, “The All Progressives Congress (APC) regrets Monday’s premeditated attacks sponsored by Governor Ibikunle Amosun on President Muhammadu Buhari and other senior party leaders at the venue of the presidential campaign rally in Ogun State.

“This is one act of indiscipline too many. The APC will not condone acts of indiscipline, indiscretion, and anti-party activities from any party member no matter how highly placed.

“The party will review this gross misconduct of deliberately positioning thugs to attack and embarrass the President and the party’s leadership. The party will take a decision on this matter immediately after the elections.

“It must be stated that party supremacy and discipline according to our constitution are not matters of choice but binding principles which must be adhered to by all party members.

“The APC is a party known for discipline, justice, fairness, and equality hence any plan to destroy what this party stands for would be rejected. No single person will be allowed to put his personal and selfish interests ahead of the wishes of the people of Ogun State and elsewhere.”

The APC said the decision of the National Working Committee on post-primaries remained unbendable.

“Post primaries, the decision of the National Working Committee to uphold the wishes of party members is unbendable. Therefore, whatever means being presently deployed by persons intending to undermine the wishes of the people for personal gains will not be tolerated.

“We urge our teeming party supporters and members not to be disturbed by Monday’s condemnable incident. We urge all to continue trooping out en masse for our remaining campaigns and vote massively for all and only APC candidates in the forthcoming general elections,” the statement added.

President Muhammadu Buhari appoints acting MD for NDDC

President Muhammadu Buhari has approved the appointment of Prof . Nelson Braimbraifa , as acting Managing Director for the Niger Delta Development Commission .

This was contained in a statement issued by Mr Femi Adesina, the Special Adviser to the President on Media and Publicity , in Abuja on Friday.

“ The President , following a Federal Executive Council resolution , has equally vested the supervisory role of the commission in the Honourable Minister of Niger Delta Affairs , as well as approved the dissolution of the extant board , ’’ he said .

Adesina revealed that the president also approved the appointment of Mr Chris Amadi ( Finance and Administration ) and Samuel Adjogbe ( Projects ) as Acting Executive Directors of NDDC.
He added that the appointments take immediate effect .

The All Progressives Congress, APC, has declared that it would be demeaning for President Muhammadu Buhari to engage Peoples Democratic Party, PDP, presidential candidate, Atiku Abubakar in a debate on the same stage.
Addressing a press conference Sunday evening in Abuja, APC National Publicity Secretary, Mallam Lanre Issa-Onilu, stated that debate is meant for those that are seeking power.

The spokesman disclosed that Buhari was already engaging with the public through several other platforms which are considered more important and meet APC’s interest.
He said: “The president doesn’t have to give any reason at all for not attending that debate. The debate is just one of the several platforms that are available for our candidate to engage with the public, we cannot exhaust all the platforms. So we pick the platforms that are most impactful and we are the ones in the position to determine which platform we want to use.
“To debate with who? That is an insult, that the president will come debate with who? The debate the president is having is what he did that morning in Niger state. The people of Niger state can look forward to a brighter future. The people of this country, everywhere they go can see development, they can see projects going on. So these are the debates that the president is already engaging with public.

“So, that particular debate may be important and I think it is important to people who are seeking power, not for somebody who has a lot speaking for him already. So, for us in APC, the debate as a fantastic idea it is, it is just one of the several options for our own candidate to engage with the public. There are many platforms we have used, there are many platforms we are still going to use and there are many we may not use. It is up to us to chose the platforms that will serve own interests.

“Don’t forget, just few days before this debate came, the president was live for two hours with Nigerians discussing his projects. Beside him was the Vice President of this country, talking about his projects and having very important debate over those policies and projects with Nigerians, with people having unfettered access and opportunity to make calls to him, to seek clarifications and ask questions. That for us is what our candidate needs. That for us is more important.
“That gives us the opportunity to say we are different. We are not in the same class with Atiku and the PDP to come share the same stage with people who ruined this country. To talk about what?

“The same people who started several projects and they became conduit pipes and the APC government has come in, fixing all these projects one after the other. The same party complaining about the fact that we are completing projects. Is that the party you want us to stand on the same stage to debate with. Don’t take Nigerians for granted. We are not in the same class.”

VP OSINBAJO - President Buhari Not Aware of Allegations Against CJN, Onnoghen Until Saturday

Vice President Yemi Osinbajo has absolved his principal, President Muhammadu Buhari of pre-arranging the trial of Chief Justice of Nigeria, Justice Walter Onnoghen before the Code of Conduct Tribunal for non declaration of assets.
He said Buhari never had any fact of financial misdemeanor involving the CJN until Saturday evening.

According to the Vice President it is highly regretable that his senior colleague the CJN has to go through this process but that Buhari had issued specific instructions that anti-graft institutions be allowed to do their job without any interference.
Osinbajo gave this account on Wednesday, at a one day conference organised by Online Publishers Association of Nigeria (OPAN) with the theme: Free Press and Objective Reporting in the 2019 Election Year.
“I must tell you in clear terms that President Muhammadu Buhari, his whole approach is that institutions should just do their work, I can tell you for a fact that he did not even know about this until Saturday evening.

“He did not even know that there was going to be any kind of trial until Saturday evening, he has said categorically don’t interfere with whatever institutions are doing, sometimes it has consequences such as we have today, such that people say how can such an important person be subjected to trial without the Federal Government but I can tell you without any equivocation that he is not aware” Justice Onnoghen is facing trail over non declaration of assets with the Code of Conduct Bureau.

President Muhammadu Buhari to campaign in 7 states this week before February 14

President Muhammadu Buhari's re-election campaign will fully take off this week as he plans to campaign in seven states.
This was disclosed in a full timetable of the presidential campaign rally of the All Progressives Congress (APC) released on Monday, January 14, 2019.

The president kicked off his campaign in Bauchi State on Saturday, January 12, and will continue in Kwara and Kogi on Wednesday, January 16. He will also be in Delta and Edo on Thursday, January 17, Kaduna on Friday, January 18 and then Niger and Plateau on Saturday, January 19.

The president will pick up campaigning again in Borno and Yobe on January 21, Sokoto and Kebbi on January 22, Enugu and Anambra on January 24 and then Oyo and Osun on January 26.
The president's campaign rally in Kano will take place on Sunday, January 27. He won 1,903,999 votes in the state during his 2015 triumph and is expected to pull another major coup from there for next month's election.
Other states he's scheduled to campaign at in January are Imo and Abia (January 29), Cross River and Ebonyi (Janaury 30), and Ogun (January 31).
His February campaign kicks off in Jigawa and Gombe on February 2 before he campaigns in his native state of Katsina, and then Zamfara, troubled by insecurity, on February 3.
He'll then be in Ekiti and Ondo on February 5, Rivers and Bayelsa on February 7, Adamawa and Taraba on February 9, Lagos on February 11, and then Nasarawa and Benue on February 13.

The grand finale of Buhari's presidential campaign will take place in the Federal Capital Territory on February 14, two days before Nigerians go to the polls to elect the president to lead the nation for another four years.

Buhari, 76, is seeking re-election at the February 16 presidential election with Atiku Abubakar of the Peoples Democratic Party (PDP) his biggest opponent.
They face competition from other candidates including Kingsley Moghalu of the Young Progressive Party (YPP) , Obiageli Ezekwesili of the Allied Congress Party of Nigeria (ACPN) , Fela Durotoye of the Alliance for New Nigeria (ANN), and Omoyele Sowore of the African Action Congress (AAC).

#GABON - Buhari urges soldiers with political ambition to resign

President Muhammadu Buhari has declared that the era of coups in Africa is gone and urged military officers with political ambitions to resign or face their constitutional role.

President Buhari has also called for respect for constitutional provisions in the oil-rich west-central African nation of Gabon following an attempted military takeover in that country.

Reacting to the recent attempted coup in Gabon, the Nigerian leader said, “The military officers in Gabon should understand that the era of military coups and governments in Africa and indeed worldwide,is long gone.

“Democracy is supreme and the constitutional stipulations on the peaceful change of administration must be respected. That is the only way we can ensure peace and stability not only within the country but also in the region.”President Buhari, who is Chairman of the Economic Community of West African States (ECOWAS), in a statement signed by his Senior Special Assistant on Media and Publicity, Malam Garba Shehu, also enjoined the people of Gabon to remain on the side of peace, security, stability and democracy in their country.

Meanwhile, reports say the chief military rebel who led the failed coup in Gabon on Monday has been arrested and two of his commandos killed after they stormed a public radio station, the presidency said. 

A group of soldiers attempted to take power and called in a radio appeal for a popular uprising against ailing President Ali Bongo, who is abroad recovering from a stroke.Security forces stormed the radio station in the capital Libreville to take it back, killing two rebel troops, arresting their leader and freeing journalists who had been forced to help rebels make their appeal.Six rebel troops earlier Monday burst into the state radio broadcasting station, “neutralising” gendarmes in front of the building before making their broadcast, it said. 

Officials earlier said five rebels had entered the building and four had been arrested.

If there is one legacy I want to leave is the enthronement of democracy as a system of government.And for democracy to be enthroned, elections mustbe free and fair. That means citizens have a rightto vote for candidates of their choice without intimidation in any form,” he said.

He said he has warned INEC and security agencies to ensure that the votes of Nigerians count in 2015.Mr Buhari also admonished the campaign team to resist being provoked, remain focused and civil during the campaigns.“Let us engage our citizens on issues and ask forreflection on the comparative difference between 2015 and 2019 on security, economy and corruption and abuse by those entrusted with leadership in Nigeria,” he said.

Exclusive Report - President Buhari accuses National Assembly of inflating debts payable to states; demands review

President Muhammadu Buhari has accused the National Assembly of inflating debts to be repaid by the federal government to deserving states.

He also asked the National Assembly to review the amount it approved as debt repayment to the states.

The debt repayment in promissory notes is for projects executed on behalf of the federal government by various state governments.

A promissory note is a debt instrument which one party promises in writing to pay a determinate sum of money to the other, either at a fixed or determinable future time, under specific terms.

His request was communicated via a letter which was read out by the Senate President, Bukola Saraki on Tuesday.

In the letter, Mr Buhari pointed out that the total amount approved by the National Assembly was higher than the amount approved by the Federal Executive Council (FEC).

He also queried the National Assembly for approving reimbursement to 21 states even after the FEC approved for 25 states.

Part of the statement read: “You may wish to refer to the letter from the National Assembly REF: NASS/CNA/106/Vol.10/277 dated 27th of July 2018 which communicated the approval by the National Assembly of the promissory note programme and a bond issuance to settle inherited local debts and contractual obligations on refund to state governments on projects executed on behalf of the federal government in the sum of N488,743,526,204.77.

EXCLUSIVE REPORT: Oil marketers suspend shutdown threat for 5 days until FG pays subsidy

The Depot and Petroleum Products Marketers Association of Nigeria (DAPPMAN) has suspended an earlier directive to its member depots to shut down all loading operations until the Federal Government paid all its monetary claims.

In an earlier statement signed by the association's Executive Secretary, Olufemi Adewole, on Saturday, December 8, 2018, DAPPMAN accused the government of failing to pay outstanding debts which has made it unable to pay staff salaries beyond November 30.
He noted that staff members were disengaged to avoid not getting paid for work done, a situation he noted meant member depots should no longer load petroleum products across the country.

However, in another statement signed by Adewole early on Monday, December 10, he said the intervention of relevant stakeholders has compelled the association to suspend the order while the government figures out how to solve the issues » by Friday, December 14.
The statement read, "However, following the intervention of well-meaning Nigerians including the National Assembly as represented by the Senate Committee of Petroleum Downstream and constructive engagement of the Federal Government team by the labour unions most affected by the disengagement of our personnel, namely, PENGASSAN, NUPENG NARTO, and the PTD, DAPPMAN has resolved to recall its disengaged personnel for 5 days to give the FG's team the opportunity to conclude its process of paying marketers the full outstanding of N800 billion with the first trench being the amount already approved by the Federal Executive Council (FEC).
"The association has acted in good faith to avoid unnecessary hardship which could befall Nigerians during the yuletide season and we hope that government would make good its promise to see that those issues are resolved by Friday, December 14, 2018, as promised.
"To this end, our disengaged personnel would be recalled on Monday, December 10 and considering the reactivation time or hitherto shut down system, all depots with fuel stock should be fully active same day.

"DAPPMAN depots are therefore advised to commence loading operations immediately and await further notification in respect of our long overdue payment." The Chief Operating Officer of the Nigerian National Petroleum Corporation (NNPC) Downstream, Henry Ikem-Obih , said on Saturday that oil marketers would be paid N236 billion out of N348 billion approved by the National Assembly as outstanding subsidy claims on Friday.
The outstanding fees include subsidy payments (to few members), interest and forex differentials with summation calculated up to December 31, 2018. The association noted that it had to pay its staff over the past months through 'bank facilities at outrageous interest rates'.

Ahead of 2019 Northern elders withdraw support for President Buhari

The Northern Elders’ Forum (NEF) have said that nothing is working under President Buhari’s government.
The group also said that it has withdrawn its support for the President ahead of the upcoming 2019 presidential election.
According to a statement issued to newsmen, NEF said that Buhari has failed to deliver on the conditions given to him in 2015 when they rejected former President Goodluck Jonathan.

The statement reads: “Two of the conditions we gave Buhari upon his assumption of office were that he should take concrete steps to address the abject poverty and underdevelopment in the North and he has woefully failed to marginally address any of them.
“Assuming that things are working in the North or in Nigeria as a whole, we would have taken a different position but everyone can see that things are not working under this government. Perhaps, as a prelude to where this government has taken this country, Buhari wasted six months before being able to set up his cabinet.
“And when he eventually formed the cabinet, he brought in persons who had not added any value to governance and his wife has vindicated us on this.
“As things stand today, we in the NEF do not believe that Nigeria’s cause will be helped by Buhari’s re-election in 2019. That is why we have decided to pick one of the other presidential candidates from the North for next year’s contest.
“It would be futile for anyone to blame anybody for the decision of the NEF against Buhari because his own wife has openly alluded to our position that some persons, who do not have the interest of Nigeria at heart, are running the Buhari administration without adding real value to the governance of Nigeria”.
Buhari has refused to talk
The NEF also stated that Buhari ignored several attempts to meet with him and discuss various concerns raised about his performance.
“Apart from his poor performance to the dissatisfaction of those who made him President, Buhari has deliberately rebuffed all attempts by the Northern Elders Forum to meet with him and discuss issues pertaining to the region and Nigeria.
“This is the reason we meticulous screened over 13 persons from the Nnorth and finally picked four out of the large number and our choice has also been endorsed by leaders of Southern Nigeria including Ohanaeze Ndigbo, Afenifere and Middle Belt leaders.
“We believe that there is no need for us to be talking to Buhari again about what he needs since that will not change anything. We have moved and our votes will not be based on sentiment of tribe or religion but strictly on performance,” the statement added.

EXCLUSIVE REPORT - NASS, PDP, SANs kick as Buhari declines assent to electoral bill again

The National Assembly , Peoples Democratic Party , over 45 opposition political parties under the aegis of the Coalition of United Political Parties , and some prominent Senior Advocates of Nigeria on Friday kicked as President Muhammadu Buhari finally withheld his assent to the Electoral Act ( Amendment ) Bill 2018 passed by the National Assembly .

The President had earlier on Friday announced his decision to withhold his assent to the crucial electoral bill which the National Assembly transmitted to him on November 7 .
The controversial bill has been returned to the National Assembly after the President refused to sign it the fourth time .
The President had earlier rejected it for the third time and returned it to the legislature on August 30 .

Confirming Buhari ’ s latest decision in Abuja , his Senior Special Assistant, National Assembly Matters ( Senate ) , Senator Ita Enang , said the President gave his reasons in a letter to the National Assembly .
Enang , a member of the All Progressives Congress from Akwa Ibom State, merely said , “ President Muhammadu Buhari has taken decision on the Electoral Act ( Amendment ) Bill 2018 in accordance with his power under the 1999 Constitution and has communicated that decision to the Senate and the House of Representatives in accordance with the law . ”
He added that Buhari acted within the law , which compels him to communicate his decision to the National Assembly .
Enang noted , “ The President has taken a decision in accordance with the powers vested in him by the constitution . And by convention that decision contained in the communication can only be revealed by the person to whom that decision is addressed .

“ But the electoral bill has left Mr President because he has taken a decision and has remitted it back . ”
My refusal is in national interest -President
According to Saturday PUNCH findings, Buhari made the withdrawal known in a letter to the Senate and the House of Representatives , which was addressed to the President , Bukola Saraki and the Speaker, Yakubu Dogara , respectively .
The letter , a copy of which our correspondent obtained by Saturday PUNCH , was dated December 6 , 2018 .
It read , “ Pursuant to Section 58( 4 ) of the Constitution of the Federal Republic of Nigeria 1999 ( as amended ) , I hereby convey to the Senate /House of Representatives , my decision on 6 th December , 2018 , to decline presidential assent to the Electoral ( Amendment ) Bill, 2018 , recently passed by the National Assembly .
“ I am declining assent to the bill principally because I am concerned that passing a new electoral bill this far into the electoral process for the 2019 general elections , which commenced under the 2015 Electoral Act , could create some uncertainty about the applicable legislation to govern the process. Any real or apparent change to the rules this close to the election may provide an opportunity for disruption and confusion in respect of which law governs the electoral process .

“ This leads me to believe that it is in the best interest of the country and our democracy for the National Assembly to specifically state in the bill, that the Electoral Act will come into effect and be applicable to elections commencing after the 2019 general elections . ”
Buhari also raise some drafting issues, calling for insertion and deletion of some words .
